For New Permits: Apply Online using Carson Civic Access an easy and convenient portal to apply for Planning permits, entitlements, and submit plans and related material.
On June 4, 2024, the City of Carson launched a new full service online permitting system called Carson Civic Access Portal or Civic Access. For new Planning applications, please submit online using Civic Access which will greatly improve how you apply for and manage permits and is accessible from any device at any time.

Carson Planning Division in-person public counter operations in-person services are open Monday - Thursday, 7:00 AM - 6:00 PM .

New submittals:The Planning Division plans for the physical, social, and economic development of the City and ensures compliance with the California Environmental Quality Act (CEQA) for both Public and private projects. Together with the Building & Safety Division, the Planning Division reviews private development projects to achieve high quality and long-term economic growth
Prepares long-range plans and policy documents for the physical and economic development of the City. Ensures that the General Plan, Specific Plans, Zoning Code, and other policy documents comply with state law and reflect community needs and desires
Provides public information and review of development applications to ensure that development within the City is consistent with long-range plans, community needs, and development laws and statutes.
